Problem employee

I am the General Manger of a restaurant and I have a Bar Manager who has been spoken to on many occasions in regards to his behavior in disciplining staff members. His responsibilities have been laid out for him and he has been told that disciplining staff in any form or fashion is not his responsibility. Recently another bartender called in due to a medical problem and stated that she would be bring a doctors note and did not want to discuss it. This was approved by my self one day and another Assistant manager on another day. Unbeknownst to my self and other assistant managers the bar manager saw on face book discussions the other bartender was having and called her and proceeded to call her a liar and threaten her job when he has no authority.

My question is does this constitute as harassment and would I be in the wrong to demote this bar manager, and are there any suggestions on how I would word this in a write up.
 
No this is not harassment. I am surprised you only want to demote him. I personally would terminate his employment. If he has already been spoken to on many occasions and he continues to do so, then why on earth allow him to continue employment?

Next time he may indeed do something that may place a legal liability upon the restaurant.

No write up is necessary, just the words "You're fired". Texas is an "at-will" state.

No, his actions constitute INSUBORDINATION.
Most employers terminate employees for such actions.
My good friend, FLORIDA RIPTIDE, gave splendid advice as to what you should do about this idiot!

Beyond his SERIAL INSUBORDINATION looms a BIGGER problem for you and your firm.
His insinuation of himself in the other employee's medical issues could be in violation of HIPAA Laws, before your business faces a lawsuit, you need to TERMINATE this belligerent rogue!
