I strongly suggest that you and your Mom find a Spanish speaking attorney and figure out just how deep a hole you two dug for yourselves and if there is any way out of it.

Quit talking to the dealer until you do that.

With $9000 between the two of you, you can certainly afford a few hours with an attorney.
 
Keep your mother away from all used car lots, and used car salesmen.

I second adjusterjack's advice for both of you to discuss this issue with an attorney who speaks your native language.

Stopping payment on a check can also lead to greater problems.

Again, you desperately need to see an attorney, a real, licensed attorney who speaks your language.
 
If she didn't qualify to purchase the vehicle she wanted, why would she not have done what anyone else would do and leave to go to a dealership selling a vehicle she liked and could afford? If you signed the contract and fell for all the add ons it is probably too late to back out now.
