properly served summons?

My brother lost his job, filed for unemployment, got a new job, and continued to file for unemployment for two weeks.

The state of Utah sent him a letter telling him he was being fined, and if he did not pay them they would put a lein on his property. No criminal charges were mentioned. Not having any money and being OK with having a lein on his property he did not act. A second letter was sent, with identical information.

The state made one attempt at delivering a summons. He was not home so the state said that he was undeliverable.

The state sent six US Marshals to his home and arrested him.

I used to deliver summons for a department store and we had to try 8 times before it was undeliverable.

Was he properly served? This sounds like something that would happen in communist China. He is now being charged with a class 3 fellony. But if he had been properly notified his arrest could have been avoided as well as the criminal charges.
