Public sewage

I just bought a home in a very small town maybe 250 people . The township wants to put in public sewage at a cost of about $8,000 per house + a new bill every month. My question is do I have a leg to stand on if I say I dont want public sewage. What are they going to do? shut my toilet off? I'm sure they could fine me, but how many times? Most of the people in this town don't have an extra 8 grand laying around and are very happy with the septic tanks they have always had. Would a petition help? I'm willing to try anything.
 
I suspect they are not going to just bill everyone for $8,000, it will probably be spread out over many years. At least that is how it works out here.

It may also be that septic tanks have to go. There may be no choice but to go to a sewer system depending on the law.

Was there an election or a vote of the council or governing body of the township or sewer/water system? That should be the first place to go.

This didn't just up and happen. There had to be a sewer proposal and hearings and votes, etc etc. If these have not happened, attend them, you can get together and fight it. If it passes you can not fight it, they will win.
