Q about administrator of estate

My mother-in-law died and my sister-in-law appointed herself administrator of the estate all I need to know legally is can she do that and is she required to give all information that she recieves to the other beneficiaries there are 3 others, another sister and a neice and my husband. My husband has asked for the info and she has not gave him anything. What was given to him was the inventory which my husband knows is wrong.everything wasn't on their. he sent back the paper they wanted him to sign he left it unsign and told them he wanted the home and land appraised over.But his sisters,refuses to give any information to him but to all others. I heard the lawyer done the apraising and no appraiser done it. and if so should they have gave him a copy of the papers showing it was appraised. they are keeping him out of everything. and he is the oldest. he really needs some answers. My husband told him his mom wanted him to have the house and the other sisters know. but acting like they don't. the way his mother had everything set up is all of them have to agree on the home and land. it can't be 2 out of 3 wins but all. so what should he do since they want talk to him and want give him any information on their mothers estate. please help
