QDRO 1999/2002 Letter of No Response

I have recently retired from my company and found out that my ex-wife had sent in a QDRO in 1999 and 2002. Both of these were denied by the plan administrator and letters were sent to her, informing her of the denial. I want to initiate my pension benefits but the plan administrator states that since there is a QDRO on file that they can not do anything for me. I question that logic since the QDRO was denied multiple times.

If the QDRO was denied twice why will they not release the funds to myself? Also isn't it the plan administrators duty to contact the person who set up the QDRO and inform them that it was denied? And since they have, and there has been no response for over 7 years where does that leave me?

Wouldn't the plan administrator be able to process it since there has been no response from the letters sent?

I guess I do not understand why I am being subjected to this even though the QDRO was denied twice, more than 7 years ago.

Do I have any recourse to gain access to my pension money?
