Question on possible trademark infringement

If someone receives a Cease and Desist Letter which also demands a fee for their legal and investigative work, is this normal? I thought a C & D Letter was letting you know to stop what you're doing or they could file a law suit.

Anyone can write whatever they want in a letter! A "C & D" is just an identification of a type of letter. There is no law restricting someone from demanding expenses that they claim was incurred because of your wrongdoing.
