questions about health insurance provided by work

I am currently an employee at the veterans hospital in Palo Alto and have been for the past 17 years. During my length of employment they have me listed as a part time employee even though I have been working full time for the past 10+ years. As a result I am having to pay $1200 a month in premiums for my health insurance because I only receive part time benefits. I have been told that there are no provisions to hire another full time employee so I must be listed as part time. Is this legal? What can I do?

You need to talk to your union rep. Like, yesterday.

While there is no bright line in the law that says when you have been working full time hours for x amount of time, you need to be considered full time and given full time benefits, ten years is really, really pushing the envelope.

If your union is unwilling or unable to help you, then do not pass Go, do not collec $200, pick up the phone and call the US DOL. Immediately. That is utterly ridiculous.
