Received Tax bill by Collection Agency

I was notified on 6/22/09 by American Nat'l Recovery Group, in NY. They said they send me numerous letter but I say not true I never received anything. The bill they say I owe is from the Office Assessor of Middletown, CT., for a car I once owned. I lived in Middletown, CT from 6/97 thru 3/1999. They claim I owe tax for this car from 7/1/99 through 7/1/2002. This is not possible since I have been living in NY since 6/1999. The problem is that I say the car was on an accident and was un-drivable and towed around 3/1999, the Towe company said they would return plates to DMV. I assumed they did because I never received any letter for this car for the DMV until June 22, 2009. Now after all these years they say I owe $1,255.48 because they have no records of the car plates in their computer. I tried contacted the Towe company and Insurance company but they say they shred or delete everything after seven years so they can' t help me. How do I solve this issue?? Collection Agency said if I don't pay they will report it to the Credit Bureau and my credit will be affected by this. What is the Statue Limitation on DMV or Collection Agency to bill a person after 10 years? Help!

Communicate with them. Show them that the car was totaled and not on the road. Show them that you have not lived there since 1999. You should be ok, keep us posted. Good luck.
