My partner was adopted from outside the USA and has been estranged from his adoptive parents for a number of years.
His adoptive parents have the original of his Naturalization Certificate and he requires it to get a passport. The current wait time for a replacement is ridiculous and we don't want to wait that long.
We have sent numerous emails to his mother and sister (which I know they received), plus he has written letters, but they have ignored us.
My question: Does my partners Naturalization Certificate legally belong to him and is there a legal way we can force his adoptive parents to hand it over?
Please bear in mind his adoptive father was extremely abusive and my partner would not cope with verbal/physical contact, so if it could be done without that it would be great!
