Reimbursement of borrowed money

In 2012, I loaned an old friend of mine a total of $4,000, with a signed informal contract that he would pay it. He has only $1,350 left to pay, but now he has moved, is not answering his phone, and is making promises to pay me via text on a certain date, time, etc. and then is not showing up. I'm worried he might be trying to steal the remainder of the money. What steps do I need to go through to take him to court and settle on a payment plan? How much will it cost me? Will I need to get a lawyer?

I might just mention that it is usually suggested that you don't lend money to family & friends. I do hope you get the balance owed but it is generally hard to collect on a judgment you win in court if it comes to that.
