I assume you are asking what to do?
If you have tried all civil methods you can think of, including asking for the money, or utilizing other family members to pressure the person to pay, then you can sue your family member in small claims court (assuming the amount of money meets the court's limit, which is likely $5000).
Oops... you are in Canada so the $5000 may not be accurate... but still, ask, persuade, sue.
