I know this might not be the proper forum, but...

Does anyone know if I can legally prevent my ex-spouse from obtaining a Religious Annulment ?

I was completely invloved in building a lasting marriage, and my spouse decided to go out and me unfaithful.

I dont believe my spouse deserves a Religious Annulment.

Are there legal grounds to sue the Catholic Diosese if they plan to grant the Annulment ?

Or at least a threat of pending legal action ?

I am not bitter, I just don't think that he deserves an Annulment in the Church, and to be ablto basically say that our marriage did not exist.

Short answer: NO.

You are legally divorced, what difference does it make if he gets an annullment which is only on his end for religious purposes and means nothing legally? He has the right to practice his religion and in order for him to remarry in the church and to accept communion, the church will require an annulment.

Since this is not legally binding, I don't see how you have any say at all in the matter.

You can certainly speak to someone at the diocese about your concern as they DO investigate these requests for annulment ... how deeply they investigate depends on the diocese. But, as Duranie mentioned, you have no more grounds to sue the Catholic Church for granting an annulment than you would have for a softball team letting him play shortstop.
