I ve bee renting for 3 years a new person bought this house and now he wants to raise rent and ad a sec dep with 3 days notice can he do that

Are you on a lease, or a month to month? If you are still locked in a lease I do not believe he can do that. If it's month to month, he can raise rent for the next month. You might want to google your states landlord tenant act, but unless you are month to month, I am pretty sure the new LL cannot raise rent.
