We rent a home and there is an addition on the home, kind of like a studio, the owner wants to either raise our rent to allow our family access to the studio or said that he would rent it out. My question is, is the owner allowed to rent that addition out and collect rent from 2 different parties at the same address?

Once you know, you can act. Until you know, stall.

The studio would have to be set up for its own utilities. If not it likely can not be rented separately.
