My husband took a job 5 mos ago to which he had to sign an contract stating that if he left before 6 months that he had to pay back training fees. Recently certain policies have been modified that completly change certain aspects of his job, so upon finding out about these changes he gave notice stating his last day would be in 4 weeks which would be at his 6 month anniversary. His boss signed his resignation letter stating such, and then said his services were no longer needed and that he didn't need to work those 4 weeks. He recieved his last check this week and a letter asking for $2000 in training fees. Is he responsible for said fees if he was willing to work his last month and they said no?

Yes, he is responsible for them. Unfortunately, the way it works is, it is not your husband who determines his last day with the employer, it is the employer who makes that determination.

He is free to show the agreement to an attorney in your state to see if there is any local legislation that might affect it, but in general one should assume that any agreement that one signs is binding until a court says it is not.
