can a restraining order be heard or served without any type of police report, or the individual be served to appear in court without a chance to respond?

If you've been summoned before the court, that si where you will respond.

But, why fight it?

If someone doesn't want you to be around them, why not just accept the order?

The order will direct BOTH (or ALL) of you to avoid each other, stay so many feet away from each other, to not contact each other, etc...

Just enjoy the medicine, stay away from the person, the person will be prohibited from bothering you, too, and all will be happy!

An emergency or temporary order is usually issued upon a person's request, and a hearing is set to make it permanent or to remove it.

Sheesh, if someone doesn't want you to bother them, how hard is it NOT to bother them?

Yes.

or the individual be served to appear in court without a chance to respond?
You generally have to be served prior to the court date so that you do have time to respond or request a continuance if not prepared.
