Does the court strictly moniter interaction between restrained and restrainee?

Yes, it will get discovered.

If you are ordered NOT to do it, you should obey the order.

If you don't, it could find yourself in big, big trouble.

If you want the order rescinded or withdrawn, go back to court and begin that process.
 
Nobody actually monitors the involved parties. It is up to the protected party to report violations and for the police to investigate those violations.
If those two things don't happen then the court will never know... unless it comes out directly in a subsequent hearing.

While the court does not go out of its way to monitor the interactions between the protected and restrained parties, when/if it comes to their attention the penalties can be harsh.

Keep in mind that while the protected party may be okay with contact right now, that can change without notice, and the restrained party will all of a sudden be headed to jail! The protected party will have all the control in this relationship and the restrained party will go to jail the moment the protected party or someone they know reports the violation.

Bad idea to violate a judge's order.
