What is the legality of a parent sending their 16 year old child with an eating disorder to a clinic or hospital? Does the child have a say in whether or not they will receive treatment? Or must he/she be 18 and a legal adult in order to refuse treatment for the illness?

You can bring the child in under "emergency admissions for immediate observation, care and treatment." This is inpatient, and can last for several days. The hard part is getting her to the hospital. I'd call first to make sure there are people there to greet her.
