If your daughter can not come to agreement with the roommate then her option is to sue in small claims for the value of the loss. Best to try to work it out.

Ask for the police to meet you to do a civil standby. They'll allow you 15-20 minutes to remove some junk. She must be there when the police stand by. She meaning your daughter, not just you and her muscle or donkeys.
