Roomates splitting bills

If there are three roomates in an apartment and they each have a utility bill in their name, and no attempt to settle bills was made until one moves out after a year, can the other ones win a case for the difference in bills?
The one leaving claims the agreement was that they each pay 1 bill. The other two want him to pay more because his bill was cheaper.

A: Take the bad person to small claims court; the judge will answer your question.
 
Does the fact that bills were never settled help his claim that we just split one bill? He says since we never asked him for money while he was living there that he doesn't need to settle.
