Roommate disbute

I have an issue with a non rent paying roommate. He has lived with us for the past 4 months without paying his portion of the rent or bills. We have given him numerous verbal notices that if he does not get a job he will be removed from the premises. I am looking for advice on how to approach this issue with a written contract, and in said written contract to get back payment for the previous 4 months legally. If not by monies then by personal property. For if he has to move out, he will be moving to a different state and I am sure contact will be lost due to animosity. Also is there any advice on how to have his property assessed in worth prior to his moving out if he does not find a job to make sure we do not take to much or to little in repayment for the previous 4 months of rent?
 
Sounds like you'll need to sue him to get owed rent from him. Such lawsuits are typically handled through the local Small Claims Court.

Georgia (my state) would allow you to go the FIFA route where your roommates belongings could be legally (under the guidance of a Marshall) used to satisfy the owed amount.
