I have been letting a neighbor cross my property to get to a piece of his property. Someone told me that if I continue to let him do this, he will eventually have a legal right to cross my land.
Is this true?
Could I send him a letter saying he can continue crossing my property, but said use, will never constitute a legal ROW?

They are correct for once. You can send him a letter CRRR allowing him permissive access and restricting the access to him only. That way it does not run with the land. However, if he is landlocked you may have to give him a ROW depending on the circumstances.
 
Isn't this called an easement? If your property is the only way he can get to his, a row or easement will likely be granted.
