I'm not sure I understand your question. The SOL only applies to how long a period someone has to prosecute a case, for example, if you owed a debt, the debtor would have to take you to court within a certain period of time or else forfeit the claim. It is usually several years. A law prohibiting you from driving without wearing a seatbelt is indefinite and you should have received a summons.
