Second speeding ticket in 4 months

My husband got his first ever speeding ticket about 4 months ago and got it reduced so that it did not affect insurance. Last Thursday, he recieved another - this one was a 67 in a 55 while passing another car. My question is - can we use a PFJ and not have to worry about insurance going up or points on his license??
