I am a landlord and have recently had over $500.00 of my Section 8 rent abated for a very minor infraction.
In Florida, by state law, a "normal" tenant cannot do what HUD did to me, that is, keeping my rent. I know, under FL law there are procedures for withholding rent, until repairs are done, but not for keeping it altogether.
So my question is: Can the HUD contract overrule state law?
