Section 8 Tenant from Hell

I had a flood in my rental property 3 weeks ago. I have a section 8 tenant that is refusing to remove her personal property from the work area in the basement so that repairs can be made. I notified the tenant via phone this past mondayto please remove her personal items from the work area so that repairs can be made. she left a nasty message stating she's not moving her stuff until my insurance evaluate her personal damages. I mailed her a copy of the lease stating she should have had renters insurance and that the landlord is not liable for her personal damages. I have made contact 3 times this week phone, email, certified letter about the contractors beginging the repairs this weekend to remove all personal property. I entered the property lastnight so that contractor could get measurements I noticed the basement (work area) is still cluttered with personal belongings..I hand delivered another letter stating to remove property again and I will return in the morning with the contractors to see if items were removed. I entered the property this morning to see basement (work area) still cluttered. I gave tenant another letter requesting to remove her items and stated in the letter that I will return on Monday which will be my 3rd attempt and final. I need guidance as to my next steps-
Also this tenant harrasses me calling me 12:00 at night because she want to respond to my letters in a nasty unprofessional way. In my letters I told her she can no longer contact me via phone to submit any concerns to my email only. I would like to evict this tenant since she cannot communicate verbally she yells or makes demands as if she is the landlord and I am the tenant. I spoke with Section 8 they stated I can break the lease due the circumstances of harrassment and give her 14 days to vacate the premises. But Landlord Tenant Affairs office says to work it out by removing her items and placing them back if not give her a 30 day notice but the tenant has every right to challenge the vacate notice. I don't feel that I should have to be harrassed by a low life tenant in the system my sanity is worth more to me and I could understand why she is upset if I was the type of landlord who just collected rent and made no repairs . I feel she's challenging me because I gave her instructions how to communicate with me in the future and to move her items by my deadline. help??

You have certainly provided this tenant with more than adequate notice regarding repairs that need to be made following this flood.

Move her stuff, make the repairs, then work on getting her out if you wish.

And you are correct; your insurance will not cover her damages.

Thank you for responding Gail. The Landlord Tenant Affairs office stated I must have recorded three attempts to request her removal of her personal property so as of Monday I will make my third attempt what if she moved her items how do I still evict her?

You have certainly provided this tenant with more than adequate notice regarding repairs that need to be made following this flood.

Move her stuff, make the repairs, then work on getting her out if you wish.

And you are correct; your insurance will not cover her damages.

You begin eviction according to your state laws.

If you'll post the state that this takes place in, we'll find a resource that explains the procedure and (as in some states) the reasons needed to do this.
