Security Deposit Refund

I paid a security deposit of $650 when I moved into the house I rented from my landlord. I moved out February 3. It is now March 22. I have heard nothing of getting my security deposit back, nor have I had any letter telling me what my deposit was used for. I was told by a friend that if I do not receive a written letter within 30 days of moving out, that I am entitled to a full refund of my security deposit. Is this true, and if so, how do I go about getting it back?
 
Also, there was no written or verbal lease of any kind, and I do have a paper signed by the landlord showing my first months rent and the security deposit listed on it as well. I live in Pennsylvania.. Im not sure what the laws are here.

Your Quote: "there was no written or verbal lease of any kind" Is a bit of a worry but having said that if you have a original letter headed recipt stating you have payed a deposit then you will have grounds for the return of the deposit.

As long as there is not a despute in the original conditions of which you both agreed. We can't give advice for every State and only can give a general presumption.
