Security deposit returned to sender, is it late?

It has been over 30 days since I moved out of my apartment and I have not received my security deposit or a list of damages, entitling me to my full deposit back.

I sent a letter to my landlord stating this, as well as the appropriate section of the Landlord Tenant act which covers this on the 3rd. Today, the 6th, my landlord called me and stated that he just got the letter returned to sender, sent on the 24th of September, and confirmed that my address was correct.

Since I have not received the check and list, am I entitled to the full return of my deposit in the state of Pennsylvania?

Nope. If there are legitimate deductions on the list, you are going to be entitled to the remaining balance (assuming that there will be no disputes between you and the landlord)
 
The required date to return any security deposit is determined by when it was sent out (confirmed by the postmark), not the date that the former tenant received it.

If you moved out of your apartment say on August 30 and your landlord sent out this information September 24 they made the attempt to return it to you before the 30 day deadline.
