seeking a refund from another state

I purchased a ticket ($425) online for a class to be taught in Richmond, Va. in October 2007. The seller of the ticket lives and is based in Michigan. The class was cancelled and I was notified of this by e-mail, received October 9, 2007. Since then I have e-mailed the teacher a number of times and have been repeatedly promised a refund. Her last communication promised I would have a check by November 4 at the latest. I still do not have a refund as of November 26 and my last two letters have gone unanswered. I understand that this amount is appropriate for small claims court, but would be eaten up by having to go to Michigan to proceed. I also have read that small claims is only appropriate if both parties are local to each other. What is the proper jurisdiction when I live in Williamsburg, Virginia and she lives in Michigan? Also, is there other action that would be more appropriate and more effective? This is a large sum of money to me and it's full return is important.
 
Is there anyone who can help me in seeking this refund mentioned above? I am genuinely in need of guidance here. Surely one or more of you is better informed in this matter than I am, a complete novice? Is there really no redress for me in this matter? Thank you at least for having read my question.

You should go in person to check with your local court. Sometimes what you read online are either out-of-date or too broad. I live in PA and was scammed by someone in TX. I thought I was out of luck until I contacted my local court who told me that if the transaction occurred via a computer in my home, I could file in my town. A court suit could wake up the other person to settle or you could win by default (other person doesn't show up). Then you may be able to transfer judgment to MI. Again, check with your local court for the specifics as each court is different.
