I got married in 1989 in Idaho, we were together for 3 weeks and was told he didn't want to be married, I left, moved to another city for seven years then moved to California. I have not seen him or been in contact with him for 20 years. I never filed for divorce and I don't know if he did. My question, are we still legally married?

Yes you are still married. You still need to file for a divorce at least by publication if he cannot be loacted. See an attorney.
