sex offender residency question

I have a friend who is incarcerated and will be released in less than a year. He will be registered in FL as a sex offender. We are trying to help him figure out where he will live (be able to live) as he must meet residency restriction requirements and they vary by county,city,etc.
My question is: is he able to somehow establish residency while he is still incarcerated? Like, could he have his power of attorney sign a lease or purchase a home in his name,while he is still incarcerated, and therefore legally establish residency there for him? One of his dilemmas is, if he finds an address for example, that he will give the DOC as his address and then by the time he is released,say a school bus stop is implemented within a 1,500 ft aerial radius of that address,it will no longer meet the requirement of where he is allowed to live. That would make him homeless,unable to register with an address and therefore a VOP. Now, legally If he is there before the said bus stop is established,he is "grandfathered" in. So,that is why I'm asking.
Any advice would be greatly appreciated.
 
He will be given all the information necessary for him to secure housing as he nears his release date. There's nothing you can do. He as to it. Some apartment complexes won't rent to him, because of many reasons. Without income, how could he buy a house? Are you gong to buy it? Is he wealthy?
If he is, hire an attorney and let the attorney secure housing. I suggest you stay out of this. You want to help, but there's nothing you can do.
 
Hi,thanks for your reply. However, I'm still looking for an answer to my question. Not that its relevant, but my staying out of it isn't an option. I'm not looking for ethical,moral,or personal opinions here..I (we) are simply looking for legal advice. No, he is not wealthy nor am I for that matter, otherwise he would hire another attorney to be able to help deal with these questions. Am I going to purchase the home? Perhaps. And as far as him being given the necessary information when he nears his release date, there is no information they will give him that we don't already know. So, my question still remains as far as establishing residency while incarcerated and if that is even legally possible.

Residency is established by certain affirmative acts. Most of those acts he can't do, until he's released. The question answers itself, no, he can't establish residency until he's released. For instance, he can't register to vote in the abode (assume he isn't under a disability related to his conviction), because he resides in a state prison. He can't obtain a drivers license, get a job, or begins many of the affirmative acts required to establish residency.
