Shoplifting, Larceny, Robbery, Theft shoplifting 28 years ago, interviewing now

Hello;

My sister is immigrating to U.S. Her immigration case is through our parents who are U.S. citizen (family first preference). She had her final interview 2 weeks ago at a U.S. consulate.

She was in U.S. 28 years ago as a student and was arrested on a shoplifting charge (her friends were joking around and put a t-shirt on top of her student backpack, .......). This was her only criminal case other than a speeding ticket.

U.S. consulate has asked for her arrest record of 28 years ago, which I'm preparing right now. Does this jeopardize her case? She never served any time and again the case was 28 years ago.

We cannot say if this will or will not effect her immigration status. Shoplifting is a crime of moral turpitude so it might. You are best talking to a Lawyer familar with immigration law
 
Thanks for advice. I consulted with an attorney. He says that since this is a petty theft, misd. then she shouldn't worry about it and should proceed.

Do we/Can we do anything else?

Thank you for responding to my posting. Can petty theft misd. from 28 years ago prevent one from immigrating to U.S.? I guess my question is a legal one. Can U.S. consulate legally say NO to one with this kind of record? If there are no other reasons beside that.
