Shoplifting, Larceny, Robbery, Theft Shoplifting from Store name in VA

So my sister decides it's a bright idea to steal a 20$ bottle of wine from Store name. The manager follows her out and copies down the license plate. The police comes to our house and say they want to talk to her and they have her on camera, blah blah blah, don't know if he was actually telling the truth. Anyway, she was stupid enough to sign these papers that supposedly says she admits to stealing it. (I'm assuming they couldn't prove it was her?) She made a terrible move. Anyway, two officers show up today to serve her with papers for stealing a bottle under age. I don't know all the details. She has stolen from a retail store before, I think it was an article of clothing and has gone to court and been on probation. Now, my question is what the hell am I supposed to do? My dad has money but he's been through so much shit with her he doesn't want to spend another penny on her, and I really don't blame him. I feel sorry for her because she's so stupid so I was wondering if there are any loopholes here, is there anything I can do?
 
I don't HAVE to deal with this. I am digging up as much information as I can because she's obviously too stupid to do it herself. She just got off probation 1 month ago and the first offense was when she was a minor.
 
Then she will likely be charged as 1st offense. does she have any other criminal records as adult besides this one?
 
Then advise her to do the following

. Start calling Lawyers and get as many consultations as possible. Many Attorneys offer intial consultations free. Ask about her options like Diversion
. If she can hire one of these Attorneys
. If she cannot she pleads not guilty or stands mute on her first court date and request Public defender
. She takes what she learned to Public Defender so they can discuss her defense and plea options
. In a effort to please Judge she should take and complete an Anti Shoplifting course. We suggest a shoplifting prevention course.
