Is it considered to be shoplifting if you are caught with merchandise on your person if you haven't exited the store yet?

Depends on the state. In some states it's not considered shoplifting until you have exited the store. In other states just the fact that you stuffed it in your clothes or otherwised concealed it makes it shoplifting.
