Shoplifting, Larceny, Robbery, Theft shoplifting

My sister had been caught shoplifting amount $100 yesterday. The store security asked her to sign the forms and the police has been called. She was first time and they do not lay charges on her. But there is a file number record (police records).
She was scared when got caught and the security told her he will not call the police if she cooperated. Anyway, later he called the police and told my sis that he only need the police to check out if she was clean. Also the security said he would let my sisters go only she signed the forms.
She was too scared to not to sign. One is about banning her from shopping in stores and the other is kind of "notice of legal action".

What does this mean (singed forms and police records) and wondering if after a specified period of time can the police record be expunged?
If the store detective drop the complain, can the police drop the case (no police records)

Please help.

I have never known Police to be involved when no charges are filed. I will guess a court date is coming in the mail

But the police came in and said to her if the store manager did not lay the charge on her, it would be just police records not criminal records. She will still have the second chance. but if caught again-- it would definitely a charge for sure.
So is it possible that the police give her a break?

So it means it depends on the police involved-- Or it must be laid on charge by law when polices were called and open the case file ( My sis was so worry even the police said so but afraid he would charge her later)
 
In my research (if its right) Canada's SOL is 6 months on theft.
 
Very rarely do stores call the police without pressing charges. In some areas, the LP call the police to run a criminal background check on the person to see if they have any warrants or are giving them the correct information. (Shocking I know, but some thieves lie about their identity).

Tell her to wait for a letter to arrive. Make sure that she gave the correct information.

#1 - take a deep breath
#2 - Pay the civil demand and other fines/cost
#3 - obey the trespass notice - there are other stores in the area she can shop at (this includes staying away from sister stores)
#4 - Steal no more.
