Should I Sue?

There is a company that my wife and i purchased concert tickets from. The company cancelled the concert and said they would issue refunds. It has now been 2 months and they still have not issued any refunds. We have called them numerous times inquiring about this and we are always told the same answer: "Management is working on it". We have asked to speak with the "management" and we are always told they are not in. We have left our phone #'s for them to contact us back and they have not ever returned a single call. I am considering filing a small claims suit against them. Would you suggest this action?
 
Did you purchase these tickets on a credit card? If so, you could initiate a chargeback with the credit card company.
