Sick Mother in another state!

My mother remarried after my father passed away and moved to New Mexico. She was recently diagnosed with Lung Cancer and is under going treatment. The thing is, she is over 6 hours frolm any of her family members. She has recently fell and severely bruised her hip and the result of that fall has caused her to lose blood and haveing to have to units pumped in. We are all under the impression that the new husband has not been very helpful during my mother illness. Before she as diagnosed with cancer he jumped up and took her to the ER for stumped toes and sniffles, this fall she had he did nothing. Home health services also have been laxed in thier efforts.
I guess I am trying to ask, how does one get Guardianship over an 80 year old woman living in another state. It is obvious she can no longer tend to her own needs and needs our help. We all feel helpless being this far, if she was closer then we could do something more.
 
He would have to agree to the guardianship assuming she does not have capacity. It would not be wise to move her from her current doctors. If they have room possibly some extended visitations split among the siblings.
