Speed Racing in Oregon 811-125

My wife and I were heading to dinner on a friday night. While driving through town there are stop lights every block. It was about 9:30 pm at night and raining. Usually by keeping a general speed of 20 mph the lights change in front of you and you dont have to stop. As I approached a stoplight I noticed it hadnt changed yet so I pushed in the clutch and shifted into 1st gear. At about 7 mph the light changed so I let the clutch out and the car jerked forward but didn't make any kind of churp or noise even on wet pavement. Half way to the next light I saw a flashlight in the middle of the street and an officer motioning me to the curb. The officer approached my window and asked what I was doing. I said I down shifted a little to early and it was a dumb mistake. The officer then asked how fast I thought I was going and I said about 20 mph. He took my id and registration and left my wife and myself waiting for 10 minutes in the car. After 10 or so minutes he approached my wifes side of the car and handed me a ticket for speed racing. I asked the officer how I could be speed racing when there wasn't even a car in the next lane to me. He read off the ORS 811-125 and then told me that I had accelerated to quickly. I never reached a speed of more than 20 mph and no tire noise so I think this is a little bit unjust. I will plead not guilty. I'm not sure how a police officer out of his car j walking in the street can use any kind of device except for a guess that I accelerated to fast. Is there some way to measure how fast a car can accelerate within the lines of the law? The car I drive is 4 cylinder lancer. I had nobody around to impress and my wife would kill me if I thought of racing her car. I have a clean driving record and have never had to fight a ticket before so I am nervous and am losing sleep . Any help would be SO greatly appreciated.
