The officer testified under oath (on cross examination) that he could not independently recall the events of my ticket, nor could he identify me (in court) as the driver of the vehicle when it was pulled over. The ALJ denied my motion to dismiss given that he could not testify that I was the driver and found me guilty.

Do I have a chance on appeal? Is there any case law requiring that the officer identify me? If he doesn't, who is accusing me and whom may I cross-examine who has first-hand knowledge of the events?

You can appeal and only have a ceertain time limit to so notify the court. You will probably need to consult with an attorney.
