I received a speeding ticket in Ft. Worth, Texas for going 74 mph in a 60 mph zone. I have a California drivers license and the officer listed on my ticket that I have a Texas license. Can I qualify for driving school in Texas with my California license?

I recently got off of probation for a speeding ticket in Dallas, TX in December. Would I qualify for probation for my Ft. Worth ticket? Or would that rule out probation for me?

You might qualify for traffic school, by seeking the court's permission.
That said, once you start the online enrollment process, you'll be required to answer specific questions about your license and it's issuance.
That might stop you.

As long as the JP COURT (or MUNI COURT) allows it, you can seek DEFERRED ADJUDICATION, what you're calling probation.
That's easier, and as long as you completed your prior DEFERRED ADJUDICATION, and the court permits it, you should be good to go.

Some justices (a very few) don't allow it. Others allow you to do everything by mail, and a few require you to personally appear and seek it.

Ask the court. You can start by inquiring of the clerk.

The ability to DEFERRED ADJUDICATIONS are another GREAT thing about our wonderful REPUBLIC OF TEXAS.

Good luck.

Why are you getting so many tickets in TX if you are a CA resident? Unless you are in the military, you may also be cited for driving without a license as you failed to comply with the license transfer laws.
