I got a speeding ticket going 83 in a 65 and do not think i was going that fast on my ticket it says that my speed was checked by patrol vehicle not laser or radar. what does that mean?

It means that the officer paced you or made a visual estimation of your speed - he did not get the speed from a lidar or radar.
