Splitting the kids with my ex on our taxes

My divorce decree of 2006 in WA states that my ex and I split our 4 children 50/50 for the purposes of claiming them on our respective taxes. And for the last three years that is what we did, no issues. This year, somehow she has decided that she doesn't want to sign IRS Form 8332 to assign me my two deductions. And naturally since the IRS doesn't care about terms of divorces, they only care about Form 8332. Now it appears that I need to enforce the decree to force my ex to sign Form 8332. How do I do that and can an enforcement action have the "teeth" needed to force her?
 
Contempt has teeth. If that is the agreement in the divorce decree and she won't stand by it you file a petition for Contempt before the judge who ratified your divorce. She stands the chance of going to jail for her contempt. At very least she will think twice about not doing what she is ordered to do.
