SR-22 for 9 year old ticket in Texas

My husband got a ticket for no insurance in 1996, which he is sure he paid. In 2004 we received a notice of non-renewal of his lisence because of this ticket, so (our word against there's) we paid the fine. Now we received a notice of suspended driver's lisence due to "subsequent conviction for failure to maintain financial responsibility," with an SR-22 filing being the only way to reinstate. Does he have the right to a hearing regarding the SR-22 requirement? Can we fight it? It seems silly to require an SR-22 now after almost a decade. (Plus he already HAD an SR-22 in 1996 after a DUI conviction.)
