I recently was convicted of a DUI in south carolina. Now i am going to have to get SR22 insurance and enroll in an ADSAP program before getting my SC drivers license reinstated. Is there a way I can get a driver's license and insurance from another state and still reside in South Carolina?

My understanding from the states that I know are that the answer is a no just with regard to the question of residence. Common sense would tell me that this is probably correct otherwise the simple remedy to getting a DUI is going to another state and just picking one up. That doesn't mean that if you have a house in another state you can't get a driver's license and say you live there. See the rules which will make things clear. As you probably know, here is the site of the South Carolina Department of Motor Vehicles and you should be able to find most of them online.
