Before you can receive a proper answer, please tell us the alleged crime, the date the crime was allegedly committed, and when the person was charged (or made aware of) the alleged crime.

If there was an issue, e.g. the statute of limitations lengthened, there would be a clause dealing with the treatment of crimes committed prior to the act. In the United States there is a legal concept called ex post facto which, under the Constitution, forbids the creation of a law that changes the nature of the act after the time when it was done. It's not exactly the same thing, if this is what you were wondering about (since one makes something a crime where it otherwise did not exist versus the amount of time a crime which existed can be prosecuted.)

Perhaps the issue relates to this:

Gov. Quinn signs law to remove statute of limitations for child sexual abuse, ensuring survivors no longer run out of time to seek justice - Chicago Children's Advocacy Center

Governor Quinn signed a bill into law that eliminates the criminal statute of limitations for sex offenses that occurred when the victim was under 18 years old. The legislation is a significant victory for victims and survivors of child sexual abuse, many of whom take years to disclose the abuse.
