Medical Malpractice statue of limitations

Does the statue of limitations apply to an accident that happened over 20 years ago if the person involved was under age 12 and there was bodily harm done to another minor? Can the person who caused accident be sued after 29 years?

The SOL has elapsed. In Arkansas a person under 21 has 3 years after his or her 21st birthday to file a lawsuit. (except in medical mal practice cases involving a child under the age of 9 a lawsuit must be filed on behalf of the minor by a parent/guardian on or before the minor's 11th birthday)
