Stepson received verbal notice his son is moving with his exwife to Texas

My stepson was verbally informed by his ex-wife she is moving to Texas with his 2 year old son at the end of the semester uh because she can only go there to finish school. Not asked told. Is it automatic that when one parent wants to change residency it needs to be approved by both parents? The custody order states his visitation schedule is every other weekend. She has met someone online and goes there all the time and our stepson has had him 3 weekends in arow plus 2 extra days in the week so she can meet her boyfreind in Texas. We watched him the last time she went to Texas, but were told she was going somewhere else until the plane iced up and she could not get back on the day she had planned to be back.

My question: Is there any legal action he can take to stop her if this is not stated in their custody papers that she can't change residency that will interfere with the other parents visitation schedule?

If and when she moves, your stepson should file immediately for a change in custody and to have the child returned to Wyoming. Then, Mom will have to convince the court in Wyoming why moving the child is in the child's (NOT hers) best interest.
 
Now his exwife is claiming he is not a reliable or fit parent. Uh then why is she allowing him to have him every weekend and extra days cuz she wants to fly to Texas all the time. She is indicating it is because of school not a boyfriend. If she has no proof of him being an unfit parent can she really use this as an excuse to move?
 
Hire an attorney as Proserpina suggested. Your problem is too complex to be solved anonymously.

Oh hardly - if he's unfit, then she is EQUALLY unfit because she's sending her child to be with an unfit parent.
