Shoplifting, Larceny, Robbery, Theft still waiting

My son (17) was caught shoplifting, less than $20. Undercover approached him at door, took him to back office. The cops were called and he was taken to police station where he had is picture taken (not sure about fingerprinting, I forgot). Anyhow, my husband was called, and he was released to him. The store sent him a letter demanding restitution plus fine, more than $100, which he paid with a money order. My question now is the following, he never got any citation or anything else from the police. The store was a supermarket, can they drop charges? Or does it just take a long time to get something from police? He turns 18 next July, if they wait to cite him until then will he then be considered an adult, even though he was a minor when crime was committed? Thanks for any reply.
 
Victims usually have at least a year to file criminal charges in cases like this.
 
Thanks, I just wanted to let you know that we received something from the court, it appears that he will be seen in "Teen Court" in January, so we will finally get a conclusion. I just want to thank you for your answer and for your website.
