I sold my car for cash for about 500$ a month ago and the person said they didn't have all the money so I told them they could come back for the title once they had the rest. It's been over a month and they've been ignoring me. Can I report my car stolen since I still have the title?

You could report the car stolen, but once the deadbeat tells his or her side of the story, you'll have a few problems to address.

You said you sold the car, but needed money so desperately, you allowed the deadbeat to take the old bucket of bolts and agreed to let him or her return with the amount still owed.

The deadbeat screwed you. Now you're angry and out a few bucks. Here's your biggest worry, or should be, not a few bucks still owed.

The deadbeat doesn't have insurance, maybe not even a drivers license, and probably is racking up parking tickets that are going to come back to you as the registered owner.

Yeah, tickets unpaid can be a real show stopper. When he gets all liquored up, or all weeded up, all methed up, or all coked out, drives the car registered in your name with no insurance and hits a bus load of school kids returning from a school outing and kills and cripples a couple dozen of them: that's when the folly of your foolish, greedy choices you'll reap.

I suggest you forget what he or she owes you, sign the title over to the deadbeat, and count your blessings that things never turned out worse.
 
For the "small" amount involved, I agree with army judge - sign over the title without the balance.
